There is a
group or pupils who receive their education outside the mainstream
or special school provision. This group includes:
- Pupils with
psychiatric difficulties such as school phobia
- Pupils with
medical conditions which makes attendance at school difficult/impossible
- Pupils
resident in hospital
- Pupils who
are pregnant (The majority of the pupils who are pregnant are
supported within their own school)
- Pupils
with behavioural difficulties excluded from school permanently/for
a period of assessment.
- Pre-school
pupils attending one of the pre-school assessment clinics based
at hospitals in Telford and Shrewsbury
The provisions
of education other than at school is the responsibility of the Tuition,
Medical and Behaviour Support Service.
Referrals to
this service are made by the Pupils Services Manager for Telford
and Wrekin. Shropshire LEA also currently places pupils with the
TMB service, as part of the joint arrangement for SEN Support Services.
(This arrangement is currently being reviewed with the likelihood
that each Authority will set up its own Tuition Service.)
Provision
is almost exclusively in the Tuition Centres detailed below. Home
Tuition is only made available on medical grounds where a pupils
is unable to access his/her school, tuition centre or hospital setting.

From September
2001 the Authority proposes to relocate its KS4 provision to New
College. This will provide a central hub for KS4 provision from
which pupils will be assessed and then placed either on an infill
in New College basis or into bespoke provision such as the MOVES
projection into other providers such as TCAT and Training Providers.
The flexibility of this system will allow for a more individualised
programme for pupils and will enable the Authority to achieve its
target of 25 how provision for all pupils.
The provision
for pupils out of school at KS4 has been supplemented by the EAST
Project and the MOVES
Project. This has enabled pupils to be re-engaged within the system
very quickly and has made provision for small numbers of pupils
who have found it very difficult to access formal education.
