Young people
who are in public care are recognised as a vulnerable group : National
and local statistics indicate that this group of young people, because
of their social circumstances, are more likely to experience special
educational needs relating to emotional and behavioural difficulties
and are more likely to experience fixed term and permanent exclusion
from school.
In March 2001
there were 139 pupils in years 1 to 11 who were looked after by
Telford & Wrekin council. Of these 63 were primary age, 76 were
secondary age.
Our children,
the children in the care of Telford & Wrekin council, will have
access to the full range of support described in this Behaviour
Support Plan. In addition the Authority has devised a strategy which
aims to raise the achievements and support the emotional and behavioural
needs of the children it helps to parent : Telford and Wrekin aims
to become a successful corporate parent whose children are fully
included in all aspects of school life.

within these pages will help to clarify some of the issues and procedures
relevant to children and young people in public care.
