This section
is designed to help schools with the procedures that exist to ensure
that pupils behavioural needs are met. Although many of these procedures
refer directly to Telford and Wrekin they are based on statutory
regulations, advice from the DfEE and good practice developed within
the Authority. It is important that the advice, procedures and documentation
contained within this section are adhered to. The information is
grouped in the following categories:

Behaviour Support for Secondary Schools is delegated to schools

Pupil Planning meetings are for all pupils other than those with
a statement of special educational needs. Pupil with a statement
of educational special needs should complete the request for Case
conference as part of this same document.

on attendance and behaviour was produced in 1999 in circulars 10/99
and 11/99. They are reproduced here with permission
Child Protection Procedures
The revised Telford and Wrekin Child
Protection Procedures produced
by the Area Child Protection Committee (AC&C) are now in all schools.
Telford and Wrekin Policy for Special Educational Needs.
This is the policy
adapted and revised for Shropshire County Council's SEN Policy.
This policy will be further revised following publicising the new
DfEE code of Practice on the identification and amount of SEN.
Permanently
Excluded Pupils
On receipt
of EXC1, the Pupil Support Officer (Ken Young) will visit the family
to explain procedures surrounding the exclusion, parental rights
and their options. This visit will take place within 5 working days
of the LEA receiving EXC1.
On receipt
of EXC1 schools will receive a letter reminding them of their responsibility
in providing work for permanently excluded pupils until the exclusion
is confirmed or overturned by the Pupil Discipline Committee. Schools
will also have to ensure that they forward the pupils personal file
and clear information relating to the pupil's level of attainment
to the next placement, which is most likely to be the tuition service
in the short term.
Following the
meeting with parents
The Pupil Support
Officer will then make a referral to the EAST (Education Advisory
Support Service) Project for placement. This placement will commence
within 5 working days of the referral.
PSPS will notify
TMBSS that the excluded pupil may require a place at a tuition group
and will need home tuition if a tuition group place is not available,
pending a new school placement being accessed.
An Education
Officer will attend the Pupil Disciplinary Committee hearing in
all cases
(i) where
parents are making representations to the Pupil Discipline Committee,
(ii)
the pupil has a statement of SEN
(iii)
the pupil is in the care of the Local Authority. Attendance of an
Education Officer at all other Pupil Discipline Committee's will
be determined by the PSPS Manager.
On the first
working day after the meeting of the Pupil Discipline Committee
PSPS will confirm to TMBSS the need for action. TMBSS will contact
the home of any pupil where the exclusion is upheld, contact will
normally be by telephone but may involve the EWO service or the
Pupil Support Officer. If the parents exercise their right to go
to an independent appeal, then tuition will be offered as an interim
measure and this will not affect parental right to pursue the appeal.
TMBSS will arrange a start time for the pupil's tuition arrangements.
This will normally be the following day, (i.e. two days after the
exclusion has been upheld).
This
tight timescale will only be achieved if the tuition of these pupils
is seen as a priority task by all professional staff involved in
this process.
Education Officers
in Pupil Services will have the responsibility for placing pupils
in a school.Wherever
possible a school placement will be sought. A decision on placement
will be made after discussion with the Pupil Support Officer and
EAST staff, TMBSS staff, parents/carer and the pupil.
A protocol
has been drawn up to identify the stages in returning pupils to
school placements. Some pupils may require a period of placement
at a tuition group to help them develop their skills so that they
can return to full time education and/or training. During the third
week of placement on tuition an action plan will be drawn up by
tuition staff, the Pupil Support Officer and an Education Officer,
parents, carers and the Pupil.
